Email Accounts - This is Ridiculous

Tried to set up a new email account today that would be for my side-business only.  It was on a domain that caters to home-businesses, etc.  Got the email address finally after 8 tries and then I had to make a password.  DAMN!  You had to have upper-case letters, lower-case letters, numbers (You could have up to 3, but not just one), no symbols, no spaces, although the underscore is ok (isn't that technically a symbol?) and who knows what else.  I said screw it and decided to just do a hotmail account - they have less restrictions.
